PROGRAMA: MASAYANG KABATAAN




Ang kabataan ay isang pangyayari na mababalikbalikan lamang sa alaala. Pahalagahan natin ito at


kalingain ang kamuraan ng isip at katawan ng mga bata. Ilayo sila sa mga tao at pangyayari na magdudulot sa kanila ng di kaaya-ayang karanasan sa paglaki sa buhay. Kung kaya't sa aking administrasyon: 

A. Sisinupin ang estatistika kung ilan ang kabataan sa Quezon City. Magkakaroon ng kategorya: idad 

1.     IDAD     0 hanggang 3    

2.     IDAD     4 hanggang 6
3.     IDAD     7 hanggang 11 
4.     IDAD   12 hanggang 17 

 Ang kategoryang ito ay maaaring magbago. Nais nating magkaroon ng angkop na proyekto para sa kabataan batay sa idad at pagkahiyang nila. Habang lumalaki ang mga bata ay nag-iiba ang nais nilang laro. Nag-iiba rin ang kanilang pag-iisip kung ano ang pagmamahal sa magulang o sa pamilya.

Kailangan nakaagapay ang barangay sa nagbabagong buhay ng kabataan;

       B. Kukuha ang City Hall ng mga sikolohista (psychologists) na magbibigay ng pagsasanay sa mga magulang sa bawa't barangay kung paanong itatrato ang kabataan 

C. Ang mga mag-aaral ay aayudahan sa pagdadala ng mga bag sa eskuwela at pag-uwi nito. Magkakaroon tayo ng shuttle jeeps para sunduin at ihatid sila sa eskuwelahan;

D. Magkakaroon tayo ng mga contests at kompetisyon para mahasa ang mga batang humarap sa mga hamon ng buhay. Sa ganitong kalakaran, matututo silang pahalagahan ang mga aktibidades na nagtuturo ng kahalagahan ng kanilang talino at ng buhay. Matututo rin silang makipagtrato ng maayos sa kapwa sa ilalim ng kumpetisyon. Matututo rin sila na ang sports ay nililinang ang katawan at isip upang maging malusog at upang tumingkad ang kanilang dangal sa pakikipaglaro;

E. Ipatutupad ang pagkakaroon ng parke sa bawat barangay at playground para sa mga bata. Maglalagay ng tanod para siguruhing malayo sa panganib ang mga bata;


F. Sisiguraduhing ang mga bata ay nakatatanggap ng mga bitamina at mineral na kailangan sa kanilang paglaki;


G. Aalamin parati kung ano ang klase ng mga laro na ginagawa nila: kung ito ba ay nakapagpapa-angat ng kanilang kaalaman, at hindi sumisira ng kanilang mabuti at positibong pananaw sa buhay;

H. Magkakaroon ng 1 on 1 na pakikipag-usap ang mga magulang, mga guro, at sikolohista sa mga batang mahirap disiplinahin sa bawa't barangay. Aalamin ito ng mga purok leaders.   


Ang batang may masayang kabataan ay lalaking may positibong pananaw sa buhay at pagmamahal sa ibang kabataan.

ENJOYING YOUTHFUL YEARS




Youth is a phenomenon that we can only remember now and then. Let us value it, preserve it, protect the freshness of mind and body of the children. Let us keep them away from people and events that will bring them negative experiences while growing up. Hence, in my administration:

A.    Statistics on youth will be researched well. There will be several categories:
Ages:
                  0 to 3 years old;     
                   4 to 6 years old; 
                                   7 to 11 years old; and  
                                   12 to 17 years old.

These categories are not absolute. The point is we want to have relevant projects for children based on their ages and their inclinations. While growing up, children’s perspectives change; their games, too. Their own relationships with their parents and the family change. We must make the barangay be attuned to the changing life and lifestyles of the youth;

Hence, City Hall shall gather psychologies who will train parents in every barangay as to how to treat the youth.

B.    School children shall be assisted in carrying their bags at school and as they go home. We shall have shuttle jeeps to bring them to school and back home;

C.    We shall put up contests and competitions to sharpen their strength in facing competition in life. Hence, because of this, they will learn the value of activities that increase their talents and teach them the value of life;

D.    They will also learn how to relate with others under a competitive atmosphere. They will learn that sports nurtures their body and mind to be healthy and for their honor to be upheld while playing games;

E.    Parks shall be put up in every barangay for children, PWDs and seniors. A tanod shall be posted there to insure the safety of everyone, especially of children.

F.    The health of children shall be insured by providing them (the indigents) with vitamins and minerals.

G.    It shall be the concern of everyone to know what kinds of games they are engaged in, especially if they are or are not raising their knowledge and destroying or enhancing their positive image of life.

H.    Parents, teachers and psychologies confer about how to discipline the children in every barangay. Purok leaders shall  insure that this is regularly done. The child with a happy youth will grow up having a positive view of life and love for their fellow children.



PROGRAMA: KARAPATDAPAT NA MGA KALYE









Sa ilalim ng aking Panunungkulan, hindi lamang malayo sa panganib kundi maganda ring maglakbay sa ating mga kalsada. Kailangan ay walang sagabal sa paglalakad ang mga tao:

1.     Kailangan pantay ang lahat ng sidewalk para hindi natatapilok ang mga tao sa paglalakad; ang mga naiwang semento, mga bato ay hindi matatagpuan dito;

2.     Kailangan may mga puno sa magkabilang bahagi ng kalsada- mga punong pili, narra, mahogany, acacia, ilang-ilang at fire trees ang mga itatanim; sasalitsalitin dito ang mga firetrees na namumulaklak ng mga pulang talulot para magandang tingnan;

3.     Kailangan may mga bulaklak ng sampaguita, kamia at dama de niche sa pagitan ng mga puno para hahalimuyak ang daan. Ang mga sidewalks ay pupunuin din ng mga flowering plants na ito;
4.     Sa kada ika sampung kilometro, palalagyan ko ng malikhaing lilok o eskultor na may simbolo ng pag-ibig sa bayan, tulad ng:
a.  mga babaeng nananahi ng bandila; si Rizal ginagamot ang mata ng kanyang ina; 
b. Juan Luna nagpipintura ng Spoliarium; 
c. Si Mabini, may hawak na Konstitusyon ng Pilipinas, nakaupo at nagsusulat sa isang mesa;
d. Si Gregoria de Jesus may hawak na isang bungkos na papel at nakasakay sa kabayo;
e. Si Rhona Mahilum, isang bata itinatakas ang kapatid palayo sa nag-aapoy na bahay nila;
f. Sa mga rotunda dapat at may sculptural tableau. Magkakaroon ng contest sa mga taga sining para idisenyo ito;
5.     Kailangan may mga bangko o upuan sa bus at jeepney stops para nakauupo habang naghihintay ng sasakyan ang mga tao, lalo na ang PWDs, senior citizens at mga buntis;

6.     Kailangan may bubong ang bawa't stop panangga sa init at ulan;

7.     Ang mga stop magkakaroon ng magandang arkitektura na mukhang gawang Pilipinas, hindi basta kahoy, bato at yero lamang. Magkakaroon ng design contest para sa mga bus at jeepney stops;

8.   Ang mga overpass dapat ay may elevator para sa mga seniors, PWDs, buntis atbp;

9.   Ang mga dingding ng underpass ay dapat may larawan na mosaic, mula pagbaba hanggang pataas;

10.     Lalagyan ng palikuran ang bawa't ika sampung kilometro. Ito ay dapat mas mababa kaysa sa kalye upang di maamoy ng mga naglalakad. May tubig na dumadaloy dito at ang paglilinis ay 24-7;

11.  Ang pagwawalis sa kalye ay dapat 24-7 din;

12.  Ang mga basura ay dapat hinahakot sa gabi, hindi sa araw;

13.  Ang mga trak ng basura may takip na bakal, at hindi trapal lamang; 

14.  Bawal kalkalin ang basura sa daan. Dapat tuluy-tuloy ang paghakot;

15.  Ang mga stops may bantay na aalalay (tanod) sa mga senior citizens at PWDS sa pagtawid,o mga babaeng buntis at o may dalang bata;

16.  Bibili ang City Hall ng mga drones para tingnan ang mga nag o-overspeeding na mga sasakyan at maireport ito sa MMDA; at 

17.  Ang mga roadwork projects ay dapat sumunod sa mga pamantayan ng bayan at may takdang pagtatapos upang alam ng taumbayan kung gaano sila katagal magpapakasakit.







PROGRAM: PRO-PEOPLE ROADS


Under my administration, roads shall not only be free from danger but also beautiful and relaxing to travel through.

1.     Sidewalks should have leveled pavements so when people walk through them, they would not trip over. Cement which is left over from previous public works projects has to be removed right away at the end of the project.

2.     Trees should be found on both sides of the streets -- pili, narra, mahogany, acacia, ilang-ilang and fire trees in alternate fashion, with firetrees i-between to give color to the green landscape.

3.     KNecessary to have sampaguita, kamia at dama de niche in between trees to produce good smell  and by sidewalks

4.     After every ten kilomenters, meaningful nationalistic sculptures shall be put such as:
a.  women dressed in Maria Clara sewing the Philippine flag; Rizal  curing her mother’s eyes.; 
b. Juan Luna painting the Spoliarium; 
c. Mabini, holding the Konstitusyon ng Pilipinas, seated on a rattan chair and writing on his desk;
d. Gregoria de Jesus holding a bunch of papers;;
e. Rhona Mahilum, a Negrense child holding her younger sibling away from their burning home;
f. At rotundas sculptural tableau shall be put up. A contest shall be held for this purpose;

5.     Benches should be provided at bus and jeepney stops for senior citizens and PWDs

6.     Every vehicle stop should be roofed to shelter the passengers from sun and rain;

7.     Stops should have beautiful architecture, Philippine design, not plain wood, or stone and roofing. A design contest shall be held for the purpose;
8.    Every overpass shall have elevators for seniors, PWDs, pregnant women and others; 

9.   The walls of underpasses should have mosaic paintings; 

10.  At every tenth kilometer, a toilet shall be built in such a way that its level is lower than the street, to keep the stench away from the regular roads. We shall ensure that water runs through it and that a caretaker is there to oversee its cleanliness;
11.  Streetsweeping shall be conducted on 24-7 basis;

13.  Waste collecting trucks should have a steel cover not just tarpaulin;

14.   Vehicle stops should have assistants (tanod) to help senior citizens and PWDS negotiate the roads; 

15.  City Hall  shall buy drones to fly over streets and survey who are overspeeding for reporting to the MMDA; and  

17. Roadwork projects must follow the standards and have exact dates for completion.

PROGRAMA: ACTIVE SENIOR CITIZENSHIP

PROGRAMA: MAALIWALAS NA PAGHARAP SA KATANDAAN



Ang mga nakatatanda ay nagbahagi ng kanilang lakas, isipan at damdamin sa lipunan ng sila ay bata pa. Kung kaya't dapat nating ipakita ang ating pasasalamat sa kanila sa pamamagitan ng mga mapagkalingang aksyon para sa kanila. 

May mataas na bilang ng mga senior ctizens ngayon dahil sa tulong na binibigay ng gubyerno buwan-buwan lalo na ng 20% discount card para pagbili ng gamot at pagbayad sa mga kainan. Sa NCR may 468,876  na bilang ng senior citizens.

Nakatatanggap na ng P500 kada buwan ang ilang senior citizens natin na dinagdagan pa ng P200 sa ilalim ng Unconditional Cash Grant na bigay ng TRAIN Law or Tax Reform for Acceleration and Inclusion. At sa taong 2019, tataasan pa ito ng P300 kada buwan. Ang mga binibigyan ay yung walang regular na monthly income; yung mga maysakit, masasakitin, o PWDL; hindi tumatanggap ng ayuda kahit na sa anong ahensiya ng gubyerno; at walang permanenteng pinagkukunan ng income para masuportahan ang kanilang mga batayang pangangailangan.

Malaking bagay na nakatatanggap ng tulong ang mga senior citizens mula sa awtoridad- malaking emotional support din ito. Kadalasan kasi sa mga tahanan tinuturing na wala ng lakas at pakinabang ang mga nakatatanda. 

Liban sa mga benepisyong nabanggit sa itaas, nais ko rin ng mga sumusunod na karagdagan para sa mga senior citizens:

1.     Mas mahabang oras at araw ng panonood ng sine:
Kung minsan nakakapanlumo na makita ang mga senior citizens na pumupunta sa mall para manood tapos yun pala bawal silang pumasok dahil holiday o kaya ay ayaw pumayag ng mga prodyuser ng pelikulang papasukin dahil kabubukas pa lamang ng pelikula sa takilya. Napapahiya tuloy ang mga kababayan natin. Yung maykaya, nakakabili ng tiket; merong iba umaayaw na lang kesa sa magbayad ng napakamahal na tiket.

2.     Libreng mineral water, minerals at vitamins: Ang mga nakatatanda ay kailangan ng mga ito para sa kanilang mga masel, utak para hind maging malilimutin, atbp.

3.     Libreng laundry: Ang mga senior citizens ay hirap yumuko o tumingkayad. Kaya’t maigi sana kung ang City Hall ay mamimigay ng coupons para maipalit sa paglalaba sa mga laundry companies.

4.      Allowance sa mga caregivers ng senior citizens: Para mabawasan ang burn-out feelings nila yung pagkabugnot sa pag-aalaga sa mga nakatatanda kailangan ito ng mga caregivers. Kailangan din ng Incentive para sa mga pamilya tulad ng mas malaking tax exemptions kapag may alaga silang senior citizens na walang pension;

5.     Hotline phone number para sa senior citizens lamang;  

6.     Libreng tawag sa mga kamag-anak sa abroad ;

7. Libreng salamin sa mata at konsultasyon sa duktor;

8. Poster. Paglalagay ng poster sa bawa't restorant ng hotline number kung may reklamo ang senior citizen tungkol sa presyo ng babayarang pagkain;


9.     Bus and jeepney stops dapat may babala na ipahuhuli ang mga sasakyan na hindi papara para sa kanila; tax credit sa mga tutulong sa kanila;  

10.     Diskuwento: lahat ng nagtitinda ng gamot, o herbals ay tatakdaang magbigay ng 20% discount;

11.     Art and music workshops sa bawa't barangay para sa senior citizens. Meron kasing nai insecure o nawawalan ng kumpiyansa sa sarili kapag kasama ang mga nakababatang umaawit sa rehearsals at performances;

12.    Premyo sa mga senior citizens na makakapag -perform o mag e-exhibit ng kanilang mga likhang sarili;

13.   Reward na one million pesos sa mga senior citizens na magdiriwang ng kanilang ika 100 taon;

14.   Census: mga social workers magse census ng lahat ng senior citizens sa bawa't  barangay at bibisitahin sila araw-araw kung may sakit at tatlong beses isang linggo kung magaling naman. Kakausapin pati ng social workers ang pamilya upang malaman ang talagang nangyayari sa kanya; 

15.   Kapitbahay: Pati na ang mga kapitbahay. kakausapin ang mga kapitbahay na maging mapagkalinga rin sa kanya o kanila. Bubuhayin natin ang pagiging mapag-alala o concerned, mapagkalinga sa kapwa, bayanihan; at

16.   Emergency vehicle: Ang sasakyan ng bawa't barangay ay dapat na available for emergency sa lahat ng senior citizens any time



PROGRAM: ACTIVE SENIOR CITIZENS

 
 

Senior citizens shared the best years of their youthful lives – their ideas, emotions and strength – in society. It is only proper and just that we are able to show our appreciation of their acts through a nurturing action for them, now that they are facing the twilight years.  
Actually, we have high population of senior citizens. In NCR alone, senior citizens number 468,876.
Because of the mandated 20% discount card for buying  medicines and availing of other services in society senior citizens already feel deserving of equal treatment.

An indigent sector receives P500 every month and which will be increased by P200 as Unconditional Cash Grant under the TRAIN Law or Tax Reform for Acceleration and Inclusion.

This will also increase by P300 monthly for those without regular na monthly income; those who are sick or sickly, the PWDs, those who do not receive any aid from any other government agency and without any permanent source of income.  It is highly important that our senior citizens receive support from authorities. They produce not only physical but also emotional satisfaction. This is because homes are not ordinarily supportive of the elderly as some consider them useless and ready to depart anytime.

Aside from the above benefits, I would like to add more services for the seniors which I will implement as soon as I take office:

1..Longer movie watching hours. It is sometimes pitiful to find senior citizens trekking to the malls to watch a movie only to be told that they cannot be allowed in as the picture has just been released or the day is a holiday. Our seniors then get humiliated. Those who can afford pay for a ticket while others just go back home or turn to other inexpensive recreational activities;                
2. Free mineral water, minerals and vitamins. The elderly are in need of these to strengthen their muscles, refresh their mind so as not to suffer from Alzheimer’s disease;

3. Free laundry – most elderlies have difficult muscle controls. We should give them coupons for exchanging for laundry services at accredited companies;

4. Allowance for caregivers of senior citizens: to reduce the burn-out feelings of caregivers of the elderlies, especially as the latter are prone to be irritable and difficult to take care of, incentives should be provided for them. Also, the family should be given bigger tax incentives when they are taking care of a senior citizen/s;

5. Hotline phone number for senior citizens only;

6.  Free calls to relatives abroad; libreng tawag sa mga kamag-anak sa abroad;

7. Free eyeglasses and consultations with the doctor. Under Universal Health Care which has just been passed, hopefully this is already covered;
8. Posters shall be put up at every restaurant containing phone numbers to which the elderly may readily complain; 
9. Bus and jeepney stops shall be provided with reminders that those who do not stop shall be arrested; 

10. Discounts: All stores selling medicines, herbal or non-herbal shall be required to give 20% discount;

11. Art and music workshops shall be set up to help the elderlies maintain their good health. These separated workshops must be conducted in order to reduce the feelings of insecurity of the elderlies who could feel thus when in the company of younger participants;

12.    Prizes for elderlies who perform or exhibit their own works;

13.   Reward of one million pesos for elderlies who reach 100 years old;

14.   Emergency vehicle: This will be available for seniors’ condition only. One time, an ambulance worker came to pick up a senior citizen who suffered from a stroke. He stole the ring of the elderly without qualms. The relatives were shocked at the sight and were not able to complain right away. This occurred on August 19, 2007 at Barangay Donya Imelda. This should not happen at all, and never will under my administration.
     
15.   Census: census shall be conducted of senior citizens in every barangay to regulate visitations that will result in active support for them. Visitations shall be conducted at lease 3 times a week. They will be visited by social workers, interview them including their families;

16.  Neighbors:  Even neighbors shall be interviewed to get a truthful view of the real conditions of the elderlies. We shall revive the Bayanihan spirit in the communities; and
